Clarify difference between approvers and reviewers

Issue

Approvers appearing directly underneath the Reviewers field makes it seem like they are linked, when in fact you could have an approver who is not an assigned reviewer and vice versa.

In the recently completed UX scorecard, the user was confused about how they were related. She mentioned she wanted to add reviewers who were "developer or higher" (because that's what the approver rule was set to) but the dropdown didn't make it clear which users were "developer or higher"
