Review endpoints with `low` urgency setting
As noted in !76306 (comment 756412002) by @reprazent, we've set low urgency to our slow endpoints to acknowledge that they are slower than the baseline. We did that to get ready for the error budget calculation change for now, but we should really need to review these endpoints and improve them as soon as we have capacity.
We can use this issue to determine how we prioritise them based on the usage and importance of each endpoints. Please refer to the following MRs to see the list of endpoints we had to set as low
