Add built-in project template for Tonic research projects

The Tonic project structure has been developed for (neuro)scientific research projects by several german Collaborative Research Centers in order to improve research data management and simplify data re-use, sharing, and collaboration during the research process. Git and self-hosted git services like gitlab or gogs play a fundamental role in the main strategy, see also GIN as an example infrastructure.

In order to make the structure more popular among researchers and easier to adopt in new projects, we'd like to add the project to gitlab's built-in templates. The project structure is available as a git repo, please review it and provide feedback whether you consider it to be appropriate at this place.
