Problem description

This issue is to move the Container Registry when migrating a GitLab project from one instance to another.

Customer quote:

Additionally, migrating our GitLab Group during a company merger involves deleting every single Docker image in the Registry, which is a herculean task and involves using another Registry as a proxy during the migration. This has been extremely disruptive to our development process and to running applications, as we now have to go update every CI file to point to the proxy Registry, and then move it all back once the URL change is complete.
