Project templates on disk should NOT use object storage

After https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/20773 is merged and with the feature flag import_export_object_storage ON, the templates will be uploaded to object storage where we could take advantage of using the GitLab repo instead.
