Clicking on comparison charts in branch and environment lists should link to comparison page
Problem
Coming from https://gitlab.com/gitlab-org/gitlab-ce/issues/47882#note_83381331
Currently, the comparison charts on branch and future environment list pages don't do anything when you click on them. While it may be intuitive to let them link to the comparison that they showcase.
