disable Finish review add comment now prompt in gitlab comments

I/we would like to disable the "Finish review or add comment now" prompt in gitlab comments. I would like the old functionality where this prompt did not exist. (example of prompt is here https://gitlab.com/gitlab-org/gitlab/uploads/5e9578cb641dfac0e8e9f817d5b346af/image.png)

It's a great idea - it just doesn't work for me / my group.

We have a local instance of gitlab running.

How can i do that?
