Single review for multiple commits in a MR
Problem to solve
When using the recently moved to CE MR review feature, and I have a MR with multiple commits, I normally want to be able to review each commit separately, but I want to submit the review of all the commits as one step. So I'd like to be able to collect comments on all the commits as one review, instead of having a review group per commit.

When reviewing a MR with multiple commits, and doing a "review", the "submit review" button should submit the review across all commits in the MR.
