Update Code Owner rules on license changes

When a license is up or downgraded, trigger a resync of Code Owner rules via MergeRequests::SyncCodeOwnerApprovalRules

@pedroms has identified license changes as an event that perhaps should trigger a refresh as well.

When I started reviewing this today, my instance was on a Free license and the project already had a CODEOWNERS file. I then created an MR. After that, I upgraded the instance to a Starter license and I think the MR was not updated to use this feature.
