Allow Git commit "co-authored-by" message(s) to satisfy MR approvals

Problem to solve

MR approvals and CODEOWNERS are a super idea and a pretty good feature, but, because they are after-the-fact, they are at odds with "live" review activities and patterns like mob and pair programming.

Intended users

Group and project developers, maintainers, and owners will participate, while maintainers and owners should configure.

User experience goal

Proposal

GitLab should allow configuring "co-authored-by" metadata in a Git commit message to satisfy MR approvals.
