Preserve artifacts used in release evidence for upcoming releases

This is a follow-up from #32773 (closed).

Currently, we preserve artifacts at the time of evidence collection. In the case of the upcoming release, this might be a few months in the future and artifacts may already be expired. We can preserve them at the time of evidence creation.
