Minimize comments

This is a feature request for the ability to minimise comments.

While searching for the ability to minimise outdated comments in Merge Requests I came across this issue: gitlab-foss#45717 (moved)

I haven't found the "moved" ticket for this, so wanted to see what the status of this is.

Minimising outdated comments would be greatly useful for larger MR threads, especially with comments from automated bots.

As an example, my organisation use Atlantis for Terraform and they added a very nice Github only feature that I would love to replicate in GitLab: https://github.com/runatlantis/atlantis/issues/721
