Reply box should always be visible

Keeping comments organized or grouped together when responding to a specific comment.

Developers, Reporters, Managers, basically anyone who uses the issues and merge request pages.

Sometime ago a speech bubble icon () was introduced so that we can respond to specific comments and keep the conversation grouped together. All is good and well but we have a couple users who do not really go into GitLab that often and when they respond to comments, they just look for the closest box to put a response in (creating a new thread and responses get scattered everywhere). We tried to teach them to use the speech bubble icon but it just doesn't sink in.

Proposal

To help these people out, I'm suggesting that we always show the box for responding to comments without having to click the speech bubble icon.
