Group Import UI - Add Import State to Group

Goal

To have an indicator for the user that the group import is still in progress, so they don't think it was only partially imported. This should behave the same way as the existing project import status.

Scope

  1. The user sees an Import in Progress page when visiting a group that is still in active import states.

  1. Showing progress or time estimations for the import. This can be revisited in a later issue.
