Allow all system hooks to be enabled/disabled

Description

Only some system hooks can be enabled/disabled. Others are always sent.

Proposal

Have a check box for every type of system hooks like we already have for Repository update events, Push events, and Tag push events:

Use cases

Users setting up system hooks may only be interested in some of them. It does not make sense to have some hooks always active.
