Limit related merge requests to those with a real connection

Problem to solve

Looking at https://gitlab.com/gitlab-org/gitlab-ee/issues/2004 we can see a long list of merge requests of which many probably don’t matter but are mentioned somewhere within the chat due to various reasons.

I believe the main use case of this section is to see which merge requests actually implement this issue instead of collecting all merge requests mentioned anywhere in the discussion. Additionally, this is not consistent with how the related issues section works.

Proposal

Limit the relation creation between issues and merge request so fewer and higher value merge requests will be listed.
