Non-admins can't check the repository size limit

The page https://docs.gitlab.com/ee/user/admin_area/settings/account_and_limit_settings.html#repository-size-limit does not mention how a non-admin user can query the repo size limit of a particular GitLab instance - it only mentions admin users.
