Allow for configuration of backoff delay for remote repository mirroring

Description

In a nutshell, for a private GitLab instance, backoff delay is just annoying to deal with when atomic timing of pushes matter.

Proposal

For smaller servers, I reckon being able to set the backoff delay to 0, or instantly mirror on push, would be a charm.
