Link CODEOWNERS file and affected files to Code Owner approval settings

This an actionable insight from the Code Review FY21-Q2 Category Maturity Scorecard research (insight).

Problem to solve

As a project lead, I want to know about and enable Code Owner approvals, so I can take full advantage of the CODEOWNERS feature.

Today there’s no direct connection between:

• CODEOWNERS file
• Files affected by CODEOWNERS
• Code Owner approval settings

We should make this connection more direct to reduce the time spent navigating around the UI and help clarify the relationship and possibilities of Code Owner approvals.

Proposal

• In the CODEOWNERS file and affected files, add a link to the Code Owner approval settings (visible to users with necessary permissions).
• From the Code Owner approval settings, add a link to the CODEOWNERS file.
