Make project settings more visible/easier to find

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Problem

In the Code Review Category Maturity Scorecard research we identified that some participants struggled with finding the project settings.

The main cause, we believe, has to do the Settings navigation option being below the fold in smaller screens, without indication that there are more navigation options to scroll.

This is related to Improve discoverability of the setting for enabling/disabling left side navigation features, which may help minimize the feeling of being overwhelmed by the amount of navigation options.

Proposal

One of the participants suggested placing the settings near the project name, at the top of the navigation sidebar:

But project settings should be at the top of the project navigation sidebar to be easier to find, above the “Project overview”, next to the project name. “Settings” is currently the last item, and is not very discoverable.
