MR can be merged while a review is still in progress

Our GitLab is configured so that merge requests can only be merged once all discussions are resolved.

Expected:

When someone starts a review using the "Start a review" button, the MR cannot be merged because the review contains pending discussions.

Actual:

The MR can be merged even though a review is in progress.
