Would like option to not truncate commit message when used as a merge request title

Problem to solve

When using the squash option with a merge request, it uses the title as the commit message. In cases where the title is longer than the cutoff, part of that information is lost. This may be preferable in some cases, but it would be great to have the option to not limit the merge request title length.

Proposal

Add an option to disable truncating merge request titles either on a project by project basis or at the site level (or both).

What does success look like, and how can we measure that?

Ability to create a merge request that does not automatically truncate the title pulled from the commit.
