Allow specifying the `source_project` and `source_branch` through quick actions

We should allow specifying the source branch & source project trough quick actions when creating a merge request.

This would allow creating merge requests across forks using reply by email after https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22723 is merged
