Option to show README.md on top instead of bottom (above file list)

Problem to solve

Users new to GitLab are not used to scroll down on the main project page to check the README.md, and there is usually important information there that goes unnoticed for them

Proposal

Adding an option to force the contents of README.md to show at the top of the page, and below that, the buttons and project files
