Add open Hardware licenses to templates

Problem to solve

As hardware design becomes more open GitLab is becoming one of the core homes for open hardware projects with CERN using there own GitLab instance for hardware, and with other open hardware projects using GitLab.com (For example, the OpenFlexure Microscope which I work on). It is a shame that we cannot select open hardware licences from the license templates.

Intended users

The open source hardware community.

Proposal

Add the CERN OHL v2, the CERN OHL v1.2, the TAPR OHL v1.0 and the Solderpad License v2.0 to the available licence templates. Perhaps under a hardware heading.
