Push rules pages from Administration show 404 if you dont have a license

After installing the community version of Gitlab, when I was using the administration panel to explore the possibility I found out the "push rule" page, show 404 error, but when I put my license display correctly, for a moment I was thinking my installation was wrong.

I consider should have a more explicit message something like "you need a license to be able to see this page" or something related.
