Actually being able to annotate images (in Discussions or Descriptions)

Description

With Gitlab 10.1 you introduced the feature to annotate images, and I was happy to have this feature, for that I waited for a while. Sadly this only works in commits/ git.

It would be nice if we could also annotate images in comments/ discussions/ issue descriptions.

Proposal

Make the same annotation possible for images in descriptions

Overview

What is it?: See Description
Why should someone use this feature?: Same reason as why someone should use the already implemented feature, but this time also for people who do not use git (as designers or managers)
What is the underlying (business) problem? Managers do not use git
How do you use this feature? not yet as it isn't there, but in discussion workflows we sometimes change how mockups would look or give "change requests" to the designed.

Use cases

mainly Change Requests in Design Mockups that are attached to feature issue cards. who would use it: everyone that does not want to commit a mockup image to git for being able to discuss it. (Designers, Managers, Non-Tech-People, Lazy Developers)
