Introduce smaller status banner for Auto DevOps when it's active for project and pipeline page

Problem & Usecase

We need to have a way to let users know that auto-devops is active and is causing pipelines to show up without people having configured CI/CD themselves (either by their admin enabling it system wide, or us, or the project owner).

This will also provide a way for the user to go to the documentation more easily

Proposal & Design

Introduce the following banner on the project and pipeline table view when auto devops is active on that project.
