Inaccurate time ago for system notes over a year old

When an issue is over a year old, the time ago section says "opened a year ago".

We should change the copy to say "opened over a year ago"

NOTE: Ensure that the user setting for "relative time" is enabled to test this

Proposal

In all places where timeago references are utilized, and only when user preferences are not set to show exact time:

• If the action was less than 1 year ago, utilize current timeago references. (no change)
• If the action was more than 1 year ago, utilize the full date.

With this change there is no year-based relative time; the longest relative time would be 11 months.
