Notification when a MR approval is reset

Description

Currently, we have MR's that require two approvers. If the approvals are reset, an approver is unaware that they need to reapprove the MR unless they are informed directly by the MR originator.

This has led to cases where the MR has been held up as the original MR approver isn't aware that they need to reapprove the MR.

Proposal

In the customised notifications, add an option to notify on "Merge Request Approval Reset"
