Change an existing comment into a resolvable discussion in a merge request

Description

Extension of https://gitlab.com/gitlab-org/gitlab-ce/issues/24378 to turn any existing comment into a resolvable discussion. This way you can change your mind even if you just made a regular comment. Or if you write a comment and later decide based on other feedback it should turn into resolvable discussion, you can now do so.
