Configure default for comment button in merge request threads

Description

Somehow configure https://gitlab.com/gitlab-org/gitlab-ce/issues/24378#note_24869080 per user, per merge request, per something. Or it can be sticky and remember the last setting a user made. Should it be per project? How does it relate to other configs/settings in GitLab?
