Admin repo size limits

We're hosting a GitLab CE for our students in various student projects.

Sadly, currently there's nothing that keeps a malicious user who can push to / create repos from filling up our hard disks. I can set quota GitLab external, but a single user can at least very easily disrupt our service for all others.

There is a feature in EE, that would mitigate this problem: https://gitlab.com/gitlab-org/gitlab-ee/issues/559

In this issue i'm asking to reconsider if the solution from EE can at least be partially opened for CE as well.
