Permanent Merge Requests

Description

The idea is to imagine some merge requests as tunnels. For example, we have often to merge from staging to master. Each time we need to create a new merge request and assign same person, same descriptions.

Proposal

A permanent merge request would be interesting so that when there is something to merge CI runs and once merged, it's still present but would be empty since no new commit between staging and master.
