Add a way to add comments from the "compare" view

I just landed on a /compare/commit_hash..master to see what one developer wrote and wanted to comment on a specific line of code. I noticed that I can't easily do this from the compare view. Could you add a way to do that, pinning the comment to the latest commit within that range that touched this line?
