Feature: Ask community for feedback/review

As a user of the GitLab community I'd like to tell other community members that I'm interested in getting feedback for code that I wrote. I'd also like to review code of others project in my favourite language (as long as they are interested).

Rationale:

Code-review is probably the best way to improve coding skills (being reviewed as well as being the reviewer). In my experience discussing about class design, etc. is not on the agenda of many projects. So as a potential reviewer it's hard to find projects that appreciate feedback. And for project owners it's hard to find (experienced) reviewers that are interested in discussing the design of your code.

I think that a feature like Open review request will

• improve code of many projects
• increase collaboration
• help people drawing attention to active projects
• and thus strengthen the GitLab Community
