External users cannot fork projects due to project limit being 0

I'm not quite sure if this is working as intended: of course you do not want your external users to create arbitrary projects, but it would be quite beneficial if they could at least fork those projects they are assigned to. Right now they cannot do this and this breaks our normal workflow of users forking the project they are working on, committing to that and then issuing merge requests from there to the main repo. Simply increasing their project limit as a workaround is not possible - the value is always reset to 0 for external users.
