Description

Admin wants the ability to bulk edit all project defined push rules, e.g. disable "Check whether author is a GitLab user" without going into each project to do so manually. This will allow the admin to manage standard settings across projects.

Proposal

Provide the ability to bulk edit all project defined push rules.
