Add Slack notification for assignee change

Summary

I'd like to request that the Slack service include notifications for when the assignee has changed. Having this would help our team's communication when passing an issue from one team member to another.

I assumed that this type of "issue update" fits within the scope of the "Issues Events" trigger (as seen below)

Possible Resolution

Maybe this line of code in app/models/project_services/slack_service.rb is why no notification occurs when the assignee changes. I could imagine a use-case for not sending notifications for all issue updates, but receiving a notification for this particular change seems reasonable.
