Add responsive small state to gauge chart

Description

In the future we will have resizable charts in the metrics dashboard.

A problem with gauge charts is that when in small width containers, a lot of their content overlaps.

We need to have a design for smaller sizes of the gauge chart powered by responsive code that can mitigate this problem.
