gl-tooltip reduces the clickable area of the button under it

You can see also on the storybook that the bottom 25% of the button is not clickable when the tooltip is present.

This doesn't happen with b-tooltip (the VueBootstrap tooltip), and it is quite annoying for small buttons, since the affected area is much bigger
