Toggle left position should not allow description or help text

Our design guidelines state that help text and description are not available when the toggle has a horizontal layout (left position):

Furthermore, this is also represented in our UI Kit:

For some reason this behavior (not allowing description and help text when left positioned) was not implemented, as seen in https://gitlab-org.gitlab.io/gitlab-ui/?path=/story/base-toggle--default&args=labelPosition:left
