Create official Grafana dashboards

Description

GitLab users install Grafana in order to view Prometheus metrics. http://monitor.gitlab.net/ has a lot of useful dashboards, but users are not able to use these for their own installs. In addition, not all of these dashboards are useful for typical installations.

Proposal

Build a set of reference GitLab Grafana dashboards and contribute them to https://grafana.com/dashboards
