Opening Close / Reopen issue button in new tab / window doesn't work

Summary

Right clicking Close / Reopen issue button on a issue page and selecting open in new tab / window does not close / reopen the issue.

Probably related to https://gitlab.com/gitlab-org/gitlab-ce/issues/17365#note_13319025

Steps to reproduce

• open any issue page
• right click close or reopen button
• select open in new tab or new window
• receive JSON (see below)
• go back to issue page
• issue is still in the same state

Expected behavior

Issue is closed / reopened.

Make close / reopen issue buttons a <button> not <a> .
