Disable blocked manual actions

If you have a manual action that depends on another manual action, for example canary and production deploy jobs, the interface will show both actions as possible at the same time, but clicking on the downstream action silently fails. The UI should show the invalid actions as disabled (with tooltips stating why) or hide them completely.
