Explore all projects "tag filter" dropdown is enormous and not useful.

We need a better way to handle this extremely large list of tags available to filter projects. They are not sorted in any way, and the list is so large that the computed height in dev tools pegged it at 172,961px (about 150x the size of my window height).

Steps to Reproduce

Go to Dashboard -> Projects -> Explore Projects -> All and click on the "Tags: Any" dropdown menu.
