Move doc/ci/api to doc/api/ci

Since CI is now part of GitLab, it makes sense to group all API related endpoints under one location. This is a step towards the much awaited issue of doc restructure https://gitlab.com/gitlab-org/gitlab-ce/issues/3349.

Steps:

• cp -a doc/ci/api doc/api/ci
• Find and replace links in documents
