"Reply to comment" tooltip should be default positioned (not bottom)

Summary

The new "Reply to comment" tooltip is incorrectly defined to be bottom-positioned. All tooltips for notes and discussions were updated to be default (top) positioned in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/21223
