503 error when trying to open live environment using auto devops

Summary

A user setups an auto devops but a 503 error is encountered whenever the user opens a live environment. Angular CLI is being used to create the project.

Steps to reproduce

The issue is found in the Operations > Environment > (Open Live Environment) link.

What is the current bug behavior?

503 error is being produced.
