"Submit as spam" button on snippets not surfacing for some users

Summary

I wanted to submit a public GitLab snippet as spam, but I didn't see the button to make this report.

I should be seeing a "Submit as spam" button in the top right, as @wvandenberg shows off in this screenshot:

• Explore public snippets at https://gitlab.com/explore/snippets
• View a snippet and observe no "submit as spam" button

What is the current bug behavior?

No report button.

What is the expected correct behavior?

I should see a report button for public or internal snippets. If I can view it, I should be able to report it.
